Boulder County Sheriff, Homicide Victim Found on Blue Mountain Road Identified and Suspect Arrested
[The following is based on a press release.]
September 24, 2024, the Boulder County Sheriff’s Office responded to a call about human remains in the 1000 block of Blue Mountain Road, northwest of the Town of Lyons in unincorporated Boulder County (see previous press release below).
Since that time, in addition to investigating the homicide, the sheriff’s office and the Boulder County Coroner’s Office have been working on determining the identification of the victim. The coroner’s office was able to provide an age estimation of the victim, along with physical characteristics, which investigators from the sheriff’s office used to begin researching missing persons reports statewide.
Investigators were able to locate a missing person report from the Denver Police Department, which was a potential match for the victim in this case, however, traditional investigative means of identification (comparisons to missing persons cases, clothing descriptions, etc.) could not offer conclusive identification. An additional complication in this case was the decomposition of the remains.
DNA of a family member of the missing person was provided to the coroner’s office for comparison. The sheriff’s office and coroner’s office jointly reached out to ANDE Corporation, a company that specializes in Rapid DNA technology, and which has previously assisted with cases in Boulder County. They were able to provide information to the coroner’s office which assisted them in confirming the identification of the victim on December 3, 2024.
The victim has been identified as 37-year-old Gaudy Garcia Pina, a citizen of Venezuela who had been residing in Denver. The victim was reported missing from Denver July 15, 2024. The associated Denver Police Department case number is: 2024-379441.
A suspect in this case was interviewed and arrested December 6, 2024. The suspect is Andres Eloy Martinez Perez, D.O.B. 2/14/93, a resident of Denver. The suspect and the victim were in a relationship at the time of her disappearance.
The suspect has been charged with the following and has been booked into the Boulder County Jail:
Murder in the First Degree, C.R.S. 18-3-102(1)(a), a class one felony
Domestic Violence, C.R.S. 18-6-800.3
Further charges may be pending as the investigation is ongoing.
The following organizations have assisted with this investigation: Boulder County Sheriff’s Office, Boulder County Coroner’s Office, Boulder County District Attorney’s Office, Colorado Bureau of Investigation, Denver Police Department, Federal Bureau of Investigation, and the ANDE Corporation.
The associated Boulder County Sheriff’s Office case number is: 24-04920.
As in every criminal case, these charges are merely an accusation, and the defendant is presumed innocent unless or until proven guilty.

Estes Park, CO., Project Communications 12-6-24: Cleave Street Improvements
[The following is based on a press release.]
The Public Works Department offers the following updates regarding activities of the Cleave Street Improvements Project, as of December 6, 2024:
Utility Replacement and Relocations
The Town of Estes Park's Power & Communications (P&C) crews continued finishing service connections and have one remaining pedestrian light to install. P&C has finished installing conduit for TDS, and TDS was able to begin laying their new fiber lines this week. Now that all utility work is nearly complete, the removal of overhead lines and utility poles is scheduled to begin the week of December 16, 2024; sometime during that week, a limited duration fiber outage is expected while Trailblazer Broadband splices new connections for existing customers. More information about this outage will be provided next week when the overall schedule is more fully known. Questions or concerns about the P&C work may be directed to Tyler Boles (P&C, (970) 577-3607, or Jamin Rucker, Public Works, (970) 577-3736).
Construction Project Status
ABC Asphalt began earthwork this week and made good progress removing frost from the subgrade to allow reconditioning of the existing soils. Much of the existing road material will be scarified and recompacted in anticipation of fine grading for the first concrete pours. During the December 5 weekly project meeting, PW staff and ABC addressed communication issues and discussed the need to maintain pedestrian access to residences and businesses that do not have alternative entrances. With construction activity intensifying and becoming more impactful, safety awareness is vital for everyone working, living, or conducting business on Cleave Street. As part of the current reconditioning work, you will often see insulating blankets covering large areas surrounded by construction fencing; these blankets are dangerous to walk on and should be avoided. ABC will provide clear pedestrian access at necessary locations as the project progresses, and as directed by PW staff as different needs arise. If you require access that differs from what is being provided at any given time, please reach out to Cesar Gonzalez, Jon Erickson, or Jamin Rucker (contact information in this email) as early as possible, and every effort will be made to accommodate your needs. Questions or concerns about the roadway construction may be directed to Cesar Gonzalez, Project Manager, ABC Asphalt (720) 768-8688.
Additional Contact During Construction
Jon Erickson of Empire Management, Inc., (970) 290-6503, will be on-site for at least a few hours each day during construction activities and is fully authorized to help resolve any issues that arise during construction. Please contact Jon when you are unable to reach Town staff or the Project Manager.
Find current and past updates, along with contact information for specific aspects of the project, on the Cleave Street Improvements Project webpage. Please note that replies to this email will be forwarded to the staff who can best address the question or concern.
